Backward Classes Welfare Department, Govt. of West Bengal is going to introduce for the first time aone year ‘O’ Level Computer Training Course of DOEACC Society under Ministry of Communications& IT, Govt. of India for the unemployed SC/ST youth. Backward Classes Welfare Directorate, having its office at 8, Lyons Range, MitraBuildings (2nd Floor), Kolkata-700001 will implement the programme in association with the selected agency namely, Institute of Computer Engineers (ICEI) having its office at Chatterjee International Centre, 33A Chowringhee  Road, 10th Floor, Room No. A12, Kolkata -700 071. 700 SC/ST (SC:ST=11:3) candidates would be selected through interview and trained in 14 centres of 14 Districts including Kolkata.
The Ministry of Human Resource Development Department, Govt. of India has recognized this course of DOEACC Society under Ministry of Communications &InformationTechnology, Govt. of India to be a Foundation Course for the purpose of employment for posts and services under Central Govt. There is scope of employment for the DOEACC qualifiers in some of the prestigious Govt. and private organizations like Govt. Ministries, UPSC, VSNL, ONGC, NHPC, Railway Recruitment Board, Banking Services, HAL, Shipping Corporation of India, CONCOR, CRIS along with other places.
The main objective of the training course is to provide quality computer training to enable the beneficiaries to accomplish success in the DOEACC examination and to increase the scope of their employability in Govt. / non- Govt. sector.
A. About the Course
Duration One year
Time Three days per week with one & half hours class every day
i.e, 4 & ½ hours class per week
Stipend Rs. 100/- per month to be paid to the students attending atleast 75% or more of the training classes in the month
Course fee Free of cost on the part of the trainee. The BCW Department will however pay Rs. 10900/- + service tax as applicable per student for the training
Batch 50 trainees per centre in single batch

B.Eligibility Criteria for application
1. Applicant must be a permanent resident of West Bengal.
2. He / She must belong to SC or ST Community.
3. His / Her annual family income shall not exceed Rs. 2.0 lakh (Rupees two lakh only).
4. He / She must be un employed and 10+2 class passed or above.
5. His / her age should be between 18 to 35 years.
C.Procedure for Application
Duly filled in application in the prescribed format, as given below, along with the documents like- copy of mark sheet(s), copy of admit card / birth certificate, copy of SC/ST certificate, declaration regarding family income by the parent /guardian in the presribed format, as given below and 2 copies of passport sized photograph will have to be submitted by the applicants to the office of the Project Officer-cum-District Welfare Officer / District Welfare Officer, Backward Classes Welfare of the concerned District or to the Centre – Manager of the respective training institutes within the last date of application.
D.Last date of Application
Application form will be available from 02.04.2012 and the last date of submission of duly filled in form is 19. 05. 2012.
E.Number of candidates to be selected per centre
50 (fifty) trainees per training centre will be selected and overall ratio of SC and ST will be 11:3 in the State. However, the authority reserves the right to change the ratio upon the availability of suitable candidate and SC, ST population ratio of a particular District.
F. Selection Procedure
Eligible candidates will be called for an interview by the District Level Selection Committee headed by one Additional District Magistrate of the concerned District.During interview, the candidates have to bring all the original documents, copy of which submitted along with the application form. Candidates will be selected by the District Level Selection Committee mainly based on the merit, performance in the interview, economic status etc. of the candidate.

i) One computer per trainee shall be provided in the classrooms by the Agency.
ii) The infrastructure and qualified & experienced faculty for imparting training will be provided by the agency at their own centres.
iii) The Agency shall provide quality training to ensure that 80% of the total candidates become successful. The Agency will also guarantee coaching of the unsuccessful candidates at free of cost, along with the fresh candidates of new batch so that they are able to succeed.
iv) The Agency shall provide placement assistance and guarantee placement of all passed out candidates within 6 months of passing the examination.
