Performance of West Bengal SC & ST Development & Finance Corporation in implementation of different Family Oriented Income Generating Schemes
 
The West Bengal Schedule Castes & Schedule Tribes Development & Finance Corporation was set up in the year 1976 with the object to uplift the economic conditions of the poor SC and ST people of the State who are deprived since ages. The Corporation executes several economic development income generating schemes viz. SCP, NSFDC, NSTFDC, NSKFDC, SRMS etc.
Special Central Assistance to Special Component Plan (SCP)
Special Component Plan for Scheduled Castes living below the Poverty Line.
Annual family income : Rs. 19,654/- (Rural) and Rs. 27,247/- (urban).

The Corporation provides assistance to the target group people on individual or cluster basis for undertaking income generating schemes under six broad sectors like -
i) Agriculture & Small irrigation
ii) Animal Husbandry
iii) Fisheries
iv) Village Industries
v) Business
vi) Small Transport
 
One of the unique features of SCP is that the Corporation provides margin money loan at a very nominal rate of interest (4% per annum) out of its share capital. Means of finance in these schemes consists of three components :-
(a) Subsidy
(b) Margin Money
(c) Bank Loan
 
Presently Margin Money Loan is extended upto the project cost of Rs. 20,000/- @ 5% of the project cost or Rs. 1,000/- whichever is higher. Subsidy is restricted to 50% of the project cost or Rs. 10,000/- whichever is less. The limit of project cost is however Rs. 35,000/- under these medium term lending programme (MTL).

Mahila Samridhi Yojona under NSFDC (MSY)
NSFDC has also introduced a Micro credit scheme for SC women viz. Mahila Samridhi Yojana. Under the scheme NSFDC provides financial assistance to the eligible SC women beneficiaries.

Performance under Adibasi Mahila Swashaktikaran Yojona (AMSY)
West Bengal Sch. Castes & Sch. Tribes Development & Finance Corporation has taken up the scheme of economic upliftment exclusively for tribal women beneficiaries.

Self-Employment Scheme for Rehabilitation of Manual Scavengers (SRMS)
The objective of the scheme is to assist the manual scavengers and their dependents for rehabilitation in a time bound manner by March, 2009. It has been accorded "National Priority" by the Govt. of India. Accordingly, a denovo susvey for identification of scavengers and their dependents was conducted and it was completed in the month of August, 2007. During the survey, 5265 nos of scavengers were identified.
 
Some steps relating to preparation of Action Plan, submission of training proposal to NSFDC for approval, subsequently getting of approval from NSFDC and completion of survey work were taken for implementation of the schemes. All the beneficiaries will be provided training. The training has been divided into two parts. One is full training and other is EDP (Entrepreneurship Development programme).

Some of the schemes such as Vegetable & Fruit Vending Shop, Grocery Shop, Tea Stall etc. do not require training. For such schemes short term training has been arranged through EDP to enable the beneficiaries to acquire the basic skills of running a self employment venture.
 
It is proposed that all the identified manual scavengers and their dependents will be rehabilitated in a time bound manner by march, 2009 as par the Action plan given in Annexure -I.
